UPGRADATION OF THE MINISTERIAL POSTS LDC, UDC AND ASSISTANT

The Establishment Division with approval of the Competent Authority has upgraded the Ministerial posts according to which the positions of Assistant Incharge (BPS-15) have not been upgraded but the incumbents holding this post have been granted BPS-16 as onetime special consideration and the post is declared, cease to exist forthwith. The positions of Assistant BPS-14 have been upgraded in BPS-15 and the incumbents presently holding this post have been allowed BPS-16 as one time special consideration. In, future all the posts of Assistant will fall in BPS-15. The post of UDC is upgraded from BPS-9 to BPS-11 and LDC from BPS-7 to BPS-9.

ENHANCED CONDITIONS FOR APPOINTMENT/PROMOTION TO UPGRADED MINISTERIAL POSTS

The appointment/promotion against these upgraded ministerial posts is subject to qualifying courses from NITB (National Information Technology Board). According, to which a six weeks basic Information Technology course which includes Microsoft Office conducted by NITB is prerequisite for promotion/appointment the post of Assistant (BPS-15). Similarly, for the posts of UDC (BPS-11) and LDC (BPS-9) a three weeks basic Information Technology course which includes Microsoft Office conducted by NITB is prerequisite for appointment/promotion to these posts.

Consequently, all the incumbents of upgraded posts were upgraded, accordingly”. But enhanced conditions for appointment and promotion have created some legal issues that what procedure will be adopted for IT training for promotes/appointed.

Later on, the Establishment Division has issued some clarification vide O.M. No. 7/6/2002-R-6 (Pt-II) dated 11th January 2017 on receipt of clarifications from different forums i.e. Ministries/Divisions. According to reply to clarification at Para-iii, the fresh appointees must undergo such training before completion of probation period, similarly, the promotes must also undertake training before consideration for promotion. Reply to the clarification at Para-v whether the positions of LDC, UDC & Assistant working on contracts basis will also be upgraded. It was clarified that the staff of project and contract employees will also be upgraded in case they have been appointed in the manner prescribed under the relevant rules in case it is not conflict with their terms of appointment.

THEREFORE, ALL EMPLOYEES HOLDING PERMANENT MINISTERIAL POSTS WERE UPGRADED EXCEPT THE CONTRACT EMPLOYEES APPOINTED UNDER ASSISTANCE PACKAGE FOR FAMILIES OF EMPLOYEES WHO DIED DURING SERVICE.
