HOW TO USE THE PREVIOUS LENGTH OF SERVICE IN A GRADE WHICH NEED FOR A SUCCESSFUL PROMOTION IN TO A HIGHER GRADE (LIKE IN TO BPS-17 AND ABOVE)

In case of appointment in BPS-17, 18, 19, 20 or 21 are made either by promotion or by initial appointments through Federal Public Service Commission, their promotions to higher grades strictly regulated in accordance with Rule 8 of Civil Servants (Appointment, Promotion and Transfer) Rules, 1973, which clearly illustrate that no person is promoted or transferred to a post unless he possess the qualification and meet the conditions prescribed in the recruitment rules for this purpose. Further, no person shall be promoted to a post in BPS-17 to BPS-22 unless he completes such minimum length of service, attended such training and passed departmental examinations as per criteria which are prerequisite to be met or attained for the purpose of promotion to higher posts in accordance with Rule-8-A of civil Servants (APT) Rules 1973. it shows that the length of employment for promotion to higher scale plays an important roles besides the  other conditions as well.

The promotion policy circulated from time to time and Rule position clearly states that a certain length of service is required for promotion to BPS-17 and above. According to which as a general policy which is circulated by vide Establishment Division. O.M.No.1/9/80-R.2 dated 2-6-1983 the following length of service is required for promotion to the posts in BPS-18, 19, 20 and 21.

For Grade 18      5 years in Grade 17

For Grade 19      12 years in Grade 17 and above

For Grade 20     17 years in Grade 17 and above

For Grade 21     22 years in Grade 17 and above

The following provisions gives a clear line of action on the basis of which a person is promoted to higher posts in case his/her appoint is made or falls in proviso-i, ii and iii.

 (i) Where initial appointment of a person not being a person in government service takes place in a post in BPS 18, 19 or 20 the length of service specified in this Office Memorandum shall be reduced by the following periods:

First appointment in               Reduced by

 Grade-18                                5 years

 Grade-19                                12 years

Grade-20                                 17 years

(ii) Where initial appointment of a person already in government service takes place, on recommendations of the Federal Public Service Commission, in a post in BPS 18, 19 or 20, the length of service specified in this Office Memorandum shall be reduced by the periods specified in proviso (i);

 (iii) Where first appointment of a person other than a person covered by proviso (ii) was made to government service in BPS 16 or below, hence one-half of his service rendered in BPS 16 and one fourth of his service rendered in BPS 15 and below may be counted as service in BPS 17 for computing length of service for promotion only and the required length of service for initial appointment will remain the same as required in the recruitment rules.

The required length of service for those persons who were not in service the length of service required for promotion in next grade is elaborated here. In case a person is directly appointed in BPS-18, he shall require only 07 years service in the scale for promotion to the post in BPS-19. Similarly, a person is appointed in BPS-19, he/she will require only 05 years service in the scale for promotion to a post in BPS-20. Likewise, if a person is appointed directly in BPS-20, he/she will require only 5 years service in BPS-20 for promotion to BPS-21.

Further, as specified in Proviso ii above, Proviso-I is also applicable on those persons who are already in government service and appointed in higher grades through Federal Public Service Commission. How the proviso-i above works in this case that is elaborated below:-

For example a person is initially appointed in BPS-17 and after completion of requisite length of service in the scale promoted to BPS-18. In the mean time he was appointed in BPS-19 through Federal Public Service Commission. Now he has qualified service of 15 years and what will be required length of service he will require for promotion to a post in BPS-20. Here the proviso-i above becomes effective. In normal course of time 17 years total length of service in BPS-17 and above is required for promotion to BPS-20. As he was appointed in BPS-19 being already in Government Service, therefore, 12 years service will be reduced in accordance with Proviso-i and only 05 years service will required in BPS-17 and above for promotion to a BPS-20.  Then after for promotion to a post in BPS-21 the general provision of 22 years service in BPS-17 and above become effective. In case, a person has not completed minimum length of service of 22 years in BPS-17 and above required for promotion to a BPS-21 post, he will not be promoted unless he possess such length of service etc in accordance with Rule-8-A of Civil Servants (Appointment, Promotion and Transfer) Rules, 1973.

Besides this every person must undergo mandatory training such as MCMC, SMC or NMC for promotion to a BPS-19, 20 and 21 posts. The exemption allowed on the basis of age has been withdrawn with effect from 31.07.2016. However, exemptions extended already to professionals and technical cadres will continue as the professionals/ technocrats undertake their specialized training separately. This decision has been circulated by the Establishment Division vide O.M. No. F.10/1/2012-CP-II dated 30.12.2015
